The Materials Program Manager is responsible for managing materials that have critical impact on hangar/aircraft projects and will provide technical direction to the Supply Chain organization for the provisioning of associated articles and components. Engages frequently with Engineering, Quality, and suppliers to identify and create technical solutions that assure supply for NPI, in-production and obsolete aircraft articles. Manages day-to-day oversight, scheduling, and tracking of supply fulfillment as well as execution of related make-buy decisions.

ESSENTIAL DUTIES AND RESPONSIBILITIES

• Manages allocation and phasing of material flow for aircraft/NPI projects based on extensive knowledge of aircraft maintenance, quality assurance, and manufacturing engineering practices
• Leads Supply Chain projects with Production Planning and Shop Management to ensure efficient and cost-effective materials fulfillment of aircraft project related demand. Establishes technical exchange between Production Planning and Manufacturing Support Engineering for aircraft/NPI projects as required
• Executes procurement activities for assigned projects with the Procurement organization. Advises Fleet Management, Procurement and Production Planning organizations to facilitate early problem identification and associated risk management activities
• Manages the day-to-day interface for supply sources, Production Planning and assigned aircraft/NPI projects. Leads material readiness meetings with Fleet and SC Management to ensure understanding of supply base and related challenges (i.e. supplier location and logistics, sole sourced components, component lead-time, order lead-time and order cancellation windows)
• Partners with Procurement to execute the make/buy and source selection activities for aircraft projects, managing quality, cost and delivery of required supply. Develops supply plans to assure material flow for assigned project sourcing. Negotiates supplier contracts as required
• Develop the strategic direction, goals, objectives and key measurement systems to ensure that business goals are met. Monitors material metrics to manage exceptions and provides program performance summaries to senior management
• Reads and interprets engineering drawings and specifications, service bulletins and other related ICA documents as required to trigger supply plans for parts or assemblies required for aircraft projects, engineering change orders and nominally complex new product introduction programs
• Demonstrates a high level of analytical capabilities, able to bring to bear his/her significant experience to address and resolve high-complexity problems and situations that might endanger the adequate flow of materials and/or constrain fleet operations
• Identifies and leads Continuous Improvement projects as applicable in the Supply Chain Organization

QUALIFICATIONS

• Bachelors Degree in the field of supply chain management, logistics, engineering or a related discipline preferred. Extensive experience, education and training in aviation/aerospace field to include program management experience may be considered in lieu of a degree.
• 5+ years' prior supply chain program management or related experience.
• Airframe & Power Plant (A&P) licenses and APIC's CSCP preferred.
• Documented training in supply chain program management processes.
• Knowledge and experience working with multiple vendors and suppliers.
• Knowledge and experience working within quality management systems.
• Training and experience utilizing Lean methods in a production environment preferred.
• Ability to lead project development, including needs assessments.
• Ability to lead day-to-day project oversight. Able to develop schedule and resource requirements.
• Ability to assure compliance with program goals, policies and procedures. Skill in developing contingency plans to address needs and risks.
• Ability to prepare budgets.
• Ability to prepare weekly, monthly, annual and end of project reports as required.
• Must be able to handle multiple projects simultaneously within stringent time constraints.
• Ability to learn, interpret and apply policies, procedures, and resolutions.
• Ability to interface with functional departments at various levels.
• Proficient with Microsoft Office suite (MS Project, Excel, Word, PowerPoint).
• Outstanding communication skills, both written and verbal.
• Innovative and results oriented.
• Discretion, independent judgment and the ability to work with minimal supervision.
• Ability to maintain a good working relationship with all team members, stakeholders and customers.
• Ability to travel to meet program needs as required.
