Program Manager (Project Management)

Sierra7, Inc. is seeking an experienced Program Manager to provide overall leadership, management, and strategic oversight for the Department of Veterans Affairs (VA) Veteran Experience Services (VES) Eligibility and Enrollment 2.0 program initiative.

This position is primarily remote with occasional travel to the DC/VA/MD area for program meetings or conferences.

Position Responsibilities:
Provide overall management and direction for the E&E 2.0 program, ensuring alignment with VA priorities and Veteran experience improvement goals.
Develop and maintain program plans, schedules, performance metrics, and deliverables to ensure on-time, on-budget execution.
Coordinate cross-functional teams including business analysts, technical teams, QA, and change management staff.
Serve as primary liaison between VA stakeholders, leadership, and contractor personnel, ensuring transparency and alignment of expectations.
Oversee risk management, issue tracking, and mitigation planning to ensure program success.
Manage scope, schedule, and resource allocation in accordance with contractual requirements and VA governance processes.
Provide regular program reporting and executive briefings to VA leadership and stakeholders.
Ensure compliance with VA policies, federal regulations, and industry best practices for program and project management.
Foster a culture of collaboration, accountability, and continuous improvement across program teams.
Support integration of human-centered design (HCD) principles to enhance Veteran-facing services.
Performs other duties as assigned.
