The Supervisor, Drug and Alcohol Compliance is responsible for supporting the RTD drug and alcohol program by supervising the department's part-time collectors, auditing contractor drug and alcohol programs, reporting the results of testing, and performing other functions as a Designated Employer Representative (DER). As the agency's DER, this employee will ensure compliance with Department of Transportation (DOT), Federal Transit Administration (FTA), Federal Railroad Administration (FRA), and other federal, state, and local regulations and laws.

DUTIES & RESPONSIBILITIES:

Essential: 

  • Serve as the agency's Designated Employer Representative (DER) for FRA regulated employees overseeing compliance with FRA regulations (40 CFR Parts 40, 219, 225, 242, and other applicable parts).
  • Serve as the agency's DER for FTA regulated employees, overseeing compliance with FTA regulations (40 CFR Parts 40 and 655).
  • Manage random drug and alcohol testing for FRA and Police Officer Contractors.
  • Conduct audits of contractor drug and alcohol testing programs. Develop action plans to ensure compliance with FTA and FRA regulations; provide training and coaching to contractor personnel as needed.
  • Prepare Requests for Proposals (RFPs), select vendors, and provide daily oversight to vendors providing services the agency's drug and alcohol testing programs.
  • Oversee the return-to-work program, employee assistance program, and substance abuse professional to ensure employees are returning to duty after positive tests.
  • Ensure Drug and Alcohol Testing Program record keeping functions meet DOT, FTA, FRA, PUC, and RTD requirements and standards.
  • Update and maintain drug-free awareness program in compliance with the Drug-Free Workplace Act of 1988.
  • Perform DOT-compliance urine drug screens and breath alcohol tests, ensuring specimen integrity, employee privacy, secure collection procedures, timely specimen shipment, while maintaining in-depth and up-to-date knowledge of DOT Part 40 regulations.
  • Collaborate with the Drug and Alcohol Program by assisting with orientation presentations, reporting drug screen results, facilitate training initiatives, and other requested tasks.
  • Conduct internal and external verifications according to 49 CFR Part 40.25 and FRA service record inquiries as applicable.
  • Conduct monthly reviews of driving records of employees required to have a CDL or who drive RTD-owned vehicles, taking appropriate action as necessary.
  • May assist with the recruitment, selection, training, and performance management for subordinate staff, ensuring consistent application of company policies, employee guidelines, and operational procedures.

And: 

  • Provide relief coverage for the Supervisor, DOT Compliance and Office Services as needed.
  • All additional job-related duties as assigned.

QUALIFICATIONS:

Required:

  • Associate's degree in Business, Human Resources, Public Administration, Health & Safety, Criminal Justice, or a related field.
  • Minimum of 2 years experience in a highly regulated, safety-sensitive environment working with DOT/FTA/FRA regulations as applied to FTA and FRA Drug and Alcohol Programs.
  • Minimum of one (1) year in a supervisory or lead role within regulatory compliance or HR-related functions.
  • Experience managing vendor relationships, including evaluation, negotiation, selection, and delivery.
  • Valid Colorado Driver's License, with a current Motor Vehicle Record (MVR) submission, and insurability required.
  • Availability for 24/7 on-call drug and alcohol testing.

Preferred:

  • Completion of a drug and alcohol program management course within six months of hire (week-long course by Transportation Safety Institute Preferred).
  • Completion of qualification as a breath alcohol technician, urine/oral fluids collector, and saliva test technician with trainer endorsement within 90 days of hire.
  • Experience delivering in-person training programs for employees.
  • Proven ability to lead and develop teams through coaching, performance management, and motivation.
  • Experience in a compliance-focused role within the transportation industry.
  • Active DAPM (Drug and Alcohol Program Manager) or equivalent certification.
  • Active certification as a qualified breath alcohol technician and urine/oral fluid collector.

KNOWLEDGE, SKILLS & ABILITIES:

  • Proficient with Microsoft Office Suite, Adobe, Laserfiche, and SharePoint.
  • Proficient with interpreting federal and state laws related to transportation compliance.
  • Ability to perform detailed work with a high degree of accuracy.
  • Excellent verbal and written communication skills, including the ability to prepare clear and concise reports and present in front of audiences.
  • Ability to handle sensitive and confidential information professionally.
  • Ability to analyze processes and develop new protocols for greater efficiency.
  • Ability to manage time and workload effectively which includes planning, organizing, and prioritizing with attention to details.

Pay Range:

$77,437.00 - $109,380.25 Annual
