Technical Contract Requirements (TCR) Engineer (Finance)

Role Description:

Arcadis is seeking a Technical Contract Requirements (TCR) Engineer to play a critical role in supporting the Project Construction Manager (PCM) and Independent Site Engineer (ISE) in achieving 100% Verification and Validation (V&V) of all construction-related TCRs included within Quality Milestone Data Pack (QMDP) submittals.

Role Accountabilities:

The TCR Engineer will work collaboratively with Authority Engineering, ISE, Independent Construction Engineers (ICE), and PCM teams to verify and validate all construction quality-related TCRs. This includes the development and maintenance of comprehensive TCR tracking lists and ensuring traceability to objective evidence of conformance.

  • Review the Quality Milestone Data Pack, which compiles quality records demonstrating that construction work complies with the Technical Contract Requirements.
  • Confirm that all submittals related to TCRs are accurately identified, captured, and linked to each structure, with appropriate and consistent references in the Requirements Verification Traceability Matrix (RVTM) and Certifiable Item Lists (CILs).
  • Provide supplemental clarification when RVTM or CIL documentation does not sufficiently demonstrate how submittals meet the applicable Technical Contract Requirements.
  • Evaluate each quality record to ensure it provides objective evidence of conformance with construction-related TCRs through the contractor's quality management and inspection processes.
  • Verify that inspection plans, procedures, and reports align with Technical Contract Requirements.
  • Review test and acceptance plans, procedures, and reports to confirm compliance with Technical Contract Requirements.
  • Evaluate contractor self-certifications and requirements management documentation, including material certifications, source inspections and releases, and field release certifications.
  • Review contractor-developed quality records, including Construction Quality Control (CQC) and Construction Quality Assurance (CQA) checklists, Certificates of Compliance (COCs), and Mill Certificates.
  • Conduct final structure, roadway, and facility reviews to certify to the Authority that all applicable Technical Contract Requirements have been met.
  • Maintain a comprehensive document log for each QMDP, including final as-built drawings and other supporting records that demonstrate 100% completion and conformance.

Additional Accountabilities:

The scope of this role may evolve based on project needs and organizational priorities. The TCR Engineer may be assigned additional duties by the Quality Oversight Manager, senior leadership, or the Authority as needed to support both operational execution and strategic objectives.

Required Qualifications:

  • 5 years of experience in heavy civil
  • Bachelor's degree
  • California PE required

We offer nine paid holidays and 20 days PTO that accrue per year. The salary range for this position is $150,000 - $200,000. Actual salaries will vary and are based on several factors, such as experience, education, budget, internal equity, project and location.
