Program Manager I (Finance)



Summary of Responsibilities

Job Summary:

The Program Manager I (PgM-1) represents the first level of experience and expertise in the ESA, LLC Fort Worth Operations Site career path in program management. The incumbent has one-to-three years of relevant program management experience or has demonstrated the knowledge, skills and abilities to manage all facets of one-or-more design and development, production and/or pass-through, etc. programs at the Program Manager I level. The Program Manager I reports directly to the lead for Active Protection Systems in the Integrated Solutions Division.

  • Read and understand the company policies and procedures that apply to performing program management at the ESA Fort Worth Operations (FWO) site.
  • Develop an awareness of the Organizational Process Assets (OPAs), i.e. procedures, templates, forms and work instructions available on the EFW Portal.
  • Apply best practices in project management to ensure projects: (1) are completed on time and within budget and scope, (2) produce a quality product and (3) result in customer satisfaction.
  • Participate in the proposal process if and when needed to do so and also participate in make-or-buy decisions as needed.
  • Develop an in-depth understanding of program documentation, requirements, expectations and deliverables, i.e. the RFP, proposal, contract, SOW, assumptions, constraints and CDRLs.
  • Plan, execute, monitor, control and close assigned program/program phases as needed.
  • Implement best practices in team building and provide the leadership needed to produce successful program results.
  • Conduct program kick off meetings (KoM).
  • Create and maintain a Program Management Plan (PMP) for each assigned program.
  • Ensure Work Breakdown Structures are created and maintained for each assigned program.
  • Ensure program schedules are created, monitored and have weekly status updates.
  • Tailor applicable company procedures as required.
  • Identify all relevant program stakeholders and actively engage them in planning, execution and control of the program.
  • Establish and maintain positive relationships with customers; both internal and external.
  • Prepare and present program management reviews as scheduled for internal management and external customers.
  • Conduct regularly-scheduled, productive, team meetings using best practices in meeting facilitation.
  • Ensure the program team documents lessons learned on a regular basis throughout the life of the program to include program phase completion and program closure.
  • Ensure meeting minutes for team and customer meetings are created, made available and filed appropriately in project/program folders on the EFW server.
  • Adhere to applicable ITAR, TINA, FAR, Export Compliance, EMD, Safety, and Security requirements.
  • Apply risk management (risk identification and monitoring) and decision analysis and resolution (DAR) techniques throughout the duration of the program.
  • Engage in continuous process improvement and submit Document Improvement Suggestion (DIS) forms to promote positive changes within the company.
  • Implement Integrated Change Control (ICC) on all programs to manage/reduce scope-creep and gold-plating.
  • Apply a work authorization system to ensure the right work is being done at the right time by the right people.
  • Monitor performance to ensure compliance with contractual requirements.
  • Monitor product quality, design and technology to ensure consistency with contractual requirements.
  • Review deliverables prepared by the team for completeness, accuracy and quality before submitting them to the customer.
  • Ensure program and product documents are complete, current and stored appropriately.
  • Manage program budgets & schedules; track and report cost and team hours on a regular basis.
  • Create, maintain and present Program Scorecards as needed.
  • Create and maintain a program action item log as well as track all action items to completion.
  • Plan for transition to production activities at least six months before transition (if applicable).
  • Perform other job-related tasks as assigned by manager.

Education, Experience & License or Certification

  • Bachelor's degree is required. 5-10 years functional experience may substitute
  • 1-3 years of functional (using skill set) experience is required
  • 1-3 years of management experience is required
  • 1-3 years of industry experience is required
  • Ability to obtain SECRET clearance is required
  • Training Pre-requisites (Within One Year of Taking Position):
  • Closed Area Training
  • Classified Systems Training
  • Other: ITAR, Export Compliance, TINA, Risk Mgmt, DAR, EMD Verification, EVM, PLM, PBL, RT3, Project Site, PRIMES

Skills and Abilities

  • Good knowledge of program management methods and Earned Value Management.
  • Good knowledge of ESA business, structure and relationship with ESL.
  • Good knowledge of MRP systems, purchase orders and sales order routers.
  • Good knowledge of contracts: fixed price, cost plus and time and materials.
  • Good skills in time management, meeting facilitation and problem-solving.
  • Good skills in the use of MS Office, Visio, Outlook, and Project applications.
  • Good ability to clearly communicate ideas verbally and in writing.
  • Good ability to create and give program management review presentations.
  • Good ability to negotiate and apply tact and diplomacy with internal/external customers and foreign personnel.
  • Good ability to work independently in building and then leading an integrated product team.
  • Demonstrated ability to complete programs successfully; within scope, on time, within budget and delivering a quality product to the customer's satisfaction; at the PgM-1 level.
