Technical Manager (Finance)



Role Overview: The HyCO Operation Excellence group has an opening for a Technical Manager to support numerous plants along the Gulf Coast hydrogen pipeline. These plants produce hydrogen and Carbon Monoxide to various customers connected to our pipeline system. The successful candidate will be located primarily in the Houston, TX area and report to the Operations Excellence Director. The Technical Manager will have approximately 8-10 production engineers reporting directly to him/her. The Technical Manager will provide day-to-day technical leadership and direction for the enclave operations with emphasis on process safety, plant reliability, energy efficiency, environmental compliance and operational consistency. The Technical Manager will be the primary interface between the enclave's on-site technical group and other business or corporate functional groups. These include Operations, Safety & Environmental Services (S&ES), Maintenance, Reliability, Project Engineering, Process Engineering, Process Controls, and Process Safety, as well as operating teams at other US HyCO facilities. Key Responsibilities: This role will manage and lead five key work streams: 1) Leadership and Management of the On-Site Technical Support Organization 2) Leadership and Strengthening of the Enclave's Process Safety Management (PSM) Program, 3) Membership in the Enclave's Leadership Team, 4) Leadership and Management of Productivity Initiatives and Operational Engagement Process and 5) Management of the Capital Improvement Process. Key responsibilities include: - Lead a group of production engineers towards excellence in the daily support of HyCO's operating plants in the Gulf Coast Enclave. This includes process safety stewardship (e.g., critical safety systems, technical manuals, safe operating conditions and procedures, management of change (MOC), process hazard analyses (PHA) and other compliance items), a strong reliability of product supply, and product quality initiatives. - Provide personally or through his/her reports the technical leadership for the management of unusual and infrequent situations through troubleshooting, event investigations (RCA or RCI) and the use of Environmental, Health and Safety Reviews. - Conduct the assessment and development of the functional and organizational performance of the engineers directly reporting to him/her. Provide input to other managers on the performance of those engineers who indirectly report to this role. - Lead the Enclave in the strengthening of its PSM compliance program through a process that includes the establishment of appropriate metrics, engagement by plant personnel, training, communications and the generation of continuous improvement initiatives. The Technical Manager will champion a strong process safety culture. - As part of the Enclave's Leadership Team, the Technical Manager will provide input into the decision-making process that determines the functional and organizational direction of the sites. - The Technical Manager will also be a key contributor to the Enclave's Operational Engagement (OE) process. OE seeks to link individual and group goals to the overall business strategy and drive organizational alignment and engagement. This role will be primarily accountable to implement OE in the technical organization. - Leadership and participation by his/her group in productivity improvement initiatives that can include Six Sigma and cost reduction projects (variable and fixed). The On-Site Technical Support Organization will be accountable in identifying both productivity and cost reduction opportunities. He/she will also drive towards continuous improvement and best practice utilization. - The development of the technical basis, financial justification and implementation of small capital projects (MOCs). Provide engineering input to major capital projects normally led by off-site personnel. Qualifications: - B.S. or M.S. in Engineering (preferably Chemical or Mechanical). - A minimum of 10 years of experience in engineering or operations. Management or leadership role experience is a plus. - Strong technical skills. - Strong interpersonal and adaptive skills. Possess ability to coach others. - Ability to create and maintain productive relationships with other groups and to work effectively within a matrix organization. - Initiative, commitment and results orientation are key skills we are looking for. - Able to manage and drive multiple priorities. - Proficient use of computers including Microsoft Excel, Word and Powerpoint. - Flexible to travel, 30-50% of time. - Expected to provide reasonable support of the sites' needs during off hours.
